Overview of position

- Â Our clients Somalia environmental peacebuilding & rapid stabilization program under the community stabilization unit recognizes the interlinkages between environmental sustainability, conflict prevention & peacebuilding. This lies in the understanding that environmental issues can exacerbate existing conflicts, act as potential triggers for new conflicts, cause displacement & instability. Addressing environmental challenges can promote sustainable peace by fostering cooperation, addressing root causes of conflict, promoting inclusive & equitable development. The environment is often at the center of resource based conflicts, such as competition over water, land & natural resources. Conflicts related to these resources can be detrimental to human security, exacerbate poverty, inequality & impede long term development & stability. By integrating green economy, green governance & green environment activities, environmental peacebuilding programming seeks to address these challenges holistically through its integrated regenerative package of activities. Through our clients EU funded breaking the climate conflict in Hirshabelle, Denmark funded forging a greener peace in Hirshabelle & FCDO funded Jowhar off stream project, the USAID funded Stabilization Through Education Programme (STEP), the FCDO funded Rapid Stabilization Support to Somalia (RSS) & the USAID funded Stabilization & Reconciliation in Somalia (SRS), among others in the pipeline by other donors.
- Â Our client seeks to address the complex & interconnected challenges that often underlie conflicts related to the environment in newly recovered locations from & affected by Alshabaab as well as fragile & conflict affected areas. Rather than implementing isolated interventions, our client seeks to implement holistic approach that foster synergies between different activities & actors, enhancing their collective impact on peacebuilding efforts.
- Â Within this context, our client is cognizant of the important role of solar renewable energy especially its catalytic effect to the economy & businesses. In view of this & in its effort to enhance & support an environmentally sound economy in targeted locations, our client is therefore recruiting a National Project Officer (Energy Engineer), under the overall supervision of the Program Manager (Environmental Peacebuilding) & under the direct supervision of the Program Officer (Climate Conflict). The National Project Officer (Energy Engineer) will support the coordination & monitoring of programmatic & administrative tasks to facilitate the successful implementation of these activities. The candidate will assist in working with communities & local government officials to support the prioritization, oversight & monitoring of solar & renewable energy activities in the target areas focused on engaging these groups & their role in the society. This position will require frequent travel to the field (security permitting).
Role objectives
- Â Support in conducting site assessments for solar & renewable energy projects to evaluate the feasibility of installing systems in target areas in Somalia.
- Â Assist in designing & sizing solar PV & hybrid energy systems to meet local community needs.
- Â Prepare & review Bills of Quantities (BoQs) for renewable energy projects to monitor accurate budgeting.
- Â Provide technical support for resolving issues in solar or renewable energy systems, ensuring efficient operation in remote areas.
- Â Assist in conducting feasibility studies to evaluate the technical, financial & environmental viability of renewable energy installations.
- Â Assist in designing & evaluating optimization plans of power distribution, especially in off grid & mini grid scenarios, taking into account the local infrastructure.
- Â Identify productive energy usage opportunities, such as feasible practices in agriculture & local business development, by collaborating with stakeholder to explore renewable energy solutions.
- Â Collaborate closely with the unit’s Chief Engineer & Field Engineers to support in developing & designing PV solar systems for the construction buildings that CS is implementing, adapting designs based on site specific requirements.
- Â Provide regular updates & prepare activity reports & support the ongoing monitoring of progress.
- Â Undertake duty travels to provide technical support for activity implementation as needed, ensuring readiness to address on site challenges promptly.

Project reporting
This role will work under the overall supervision of the Program Manager (Environmental Peacebuilding) & under the direct supervision of the Program Officer (Climate Conflict).
Key competencies
- Â Master’s degree in environmental engineering, energy engineering, environmental sciences, social sciences, security governance, community engagement & capacity building or a bachelor’s degree in the same fields, with two years of professional experience.
- Â Professional certification in renewable energy or solar energy systems is an added advantage.
- Â Experience in the design, installation & maintenance of solar PV & other renewable energy systems, with a strong focus on off grid or mini grid solutions.
- Â Demonstrated experience in sizing, designing & installing solar PV systems, including battery storage, hybrid solutions & transmission & distribution networks.
- Â Proven track record in conducting feasibility studies & energy audits for renewable energy projects in developing or fragile contexts.
- Â Experience in writing & reviewing Bills of Quantities (BoQ), procurement of renewable energy equipment & technical reporting. ecO6Pjn BhPZf8
- Â Excellent interpersonal & communication skills, with the ability to effectively negotiate with stakeholders, manage community consultations & present findings to non technical audiences.
- Â Hands on experience working in conflict affected regions or newly liberated areas is an advantage.
- Â Strong technical knowledge of solar PV systems, energy storage solutions & other renewable energy technologies.
- Â Proficiency in renewable energy system design tools such as HOMER, PVSyst or equivalent software.
- Â Ability to troubleshoot technical issues & provide practical solutions in remote & challenging environments.
- Â Strong analytical & problem solving skills with attention to detail & accuracy.
- Â Excellent communication skills, with the ability to liaise effectively with project teams, local communities & international stakeholders.
- Â Proactive in working with the team & managing assigned tasks.
- Â Fluency in English & Somali is required (oral & written).
