  1. Role and responsibilities

The Site Management Officer – Information and Data, will be the focal point in NRC’s Site Management team for the management of information related to displacement sites NRC is in contact with, and also to support communities that NRC is working with to effectively manage information.

 

NRC’s Site Management strategy is based on a community approach which looks to establish and support community site management committees in displacement sites, the Site Management Officer – Information and Data will be expected to develop and maintain appropriate tools for these community-based committees, these tools will be used to support of the communities they are representing to receive assistance from the humanitarian community. Alongside the development and deployment of tools, the position will also provide training, capacity building and ongoing support of committee members.

 

In addition, NRC Site Management team is working with the Site Management Working Group to conduct assessments of sites, so that information about sites and the needs within those sites is available to guide the humanitarian response as a whole. The Site Management Officer – Information and Data is foreseen to have a pivotal role in this workstream.

 

NRC Site Management team supports other NRC programming with access to sites and information regarding sites to inform relevant and effective implementation, the Site Management Officer – Information and Data will be expected to work closely with other NRC programmes to ensure that accurate information is available within the area office and more widely within NRC Palestine to inform and support overall emergency programming.

 

This position will require significant field work and direct engagement with the communities the project is supporting.

 

Generic responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Site Management project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Monitor the process of site selection and make sure of accountability and transparency.
  • Promote and share ideas for technical improvement.

Specific responsibilities 

  • Develop and maintain information management systems which allow NRC Site management team to keep up to date with information related to targeted displacement sites.
  • Develop appropriate tools for the management of information, including registration, within sites to be used by Site Management Committees and other community and site focal points.
  • Provide capacity building, training, coaching and ongoing support to Site Management Committees on the use of IM and data management tools.
  • Support in the assessment of sites, either through Site Management Working Group tools or other.
  • Establish and lead systems for direct site – based registration where required with the support of the SM team.
  • Contribute to develop appropriate tools and methodologies to conduct assessments, capture information gaps affecting the response and demographic data related to the target population.
  • Deliver trainings and coordinate enumerators responsible for data collection, making sure data is safely collected and stored.
  • Support the Site Management team with the processing of data and information collected over the course of qualitative and quantitative data collection exercises.
  • Develop online dashboards and other IM tools to display information required to inform humanitarian activities (site selection, gap analysis, etc.) as requested by the SM Coordinator and the PM.
  • Represent NRC in assessments (baseline, endline, multi-agency, etc.) and participate in assessment report writing.
  • Support the SM PM in donor reporting by gathering and organizing information related to NRC’s Site Management programme.
  • Develop a donor-compliant filing system to document achievements in project implementation and promote accountability.
  • Assist the PM Coordinator in Gaza with the follow-up on internal administrative requirements instrumental in the implementation of the activities (e.g. submission of purchase requests and documentation for payment of enumerators).

  • Relevant technical academic background in information management
  • 2 years of experience in IM-related positions in a development or humanitarian/recovery context.
  • Experience in delivering training is an advantage.
  • Previous experience from working in complex and volatile contexts.

 

Context/ Specific skills, knowledge and experience: 

  • Native Arabic speaker and good command of English
  • Extensive knowledge of information management tools and platforms, including:
  • Data collection tools (Kobo, ODK)
  • GIS software (e.g. ArcGIS)
  • Data visualization software, especially PowerBi
  • Advanced knowledge of Microsoft Office especially Excel.
  • Knowledge of the Gaza context
  • Ability to work in a cross-cultural setting
  • Willingness to learn and adapt to the fast – changing field dynamics
